It’s scientifically proven that cannabis is safer than alcohol and tobacco

If cannabis is safer than alcohol and tobacco and this has been proven time and time again, then why are cannabis consumers,  then why do cannabis growers and consumers face harsh criminal penalties? While alcohol and tobacco are taxed and regulated?
